As a fully owned subsidiary of the MoF Inc, all the projects managed by SPNB and USL are subjected to the rules and regulations that are termed by the Government and the MoF. All SPNB and USL projects are done through limited tenders and any contractors interested in participating in the SPNB and USL tender process must first register with SPNB.
Qualified contractors from all over the state that possess suitable registration, experience, financial backing; and also sufficient equipments may register as an SPNB contractor for the following work:
i. |
Building, poles, infrastructure and land works |
ii. |
Lift installations |
iii. |
Sewerage treatment system |
iv. |
Electrical works, telecommunication including Internet access, MATV, fire prevention system, lightning conductors, air-conditioning system |
v. |
Landscaping incuding playgrounds |

The registration of contractors is subjected to these following criteria:
1.0 APPLICATION PROCEDURES
1.1 |
The registration application as panel Contractor/Consultant/Supplier/Security Guard Services must use an original SPNB/BDR/[Pin.12/05/(000891)] Form. The form can be obtained either by applying online at the SPNB official website (www.spnb.com.my), by writing in (post or fax) or by dropping by at the following address:

The form is free and is not transferable. No payment is charged for each registration. |

Application forms that have been completed and enclosed with supporting documents as required should be sent with the latest company profile by post or in person to the address as shown above in Para 1.1. |

2.0 GENERAL REQUIREMENTS FOR REGISTRATION
2.1 |
Every firm or company interested in registering as a panel contractor/consultant/suppler/security guards services must have a certified office either owned or rented. The firm/company must also possess a telephone number and facsimile which can be reached by SPNB. |
2.2 |
The firm/company is required to register with Company Unit (Limited Company/ Private Limited Company) or Business Unit (Partnership/Sole Proprietor) at the (Suruhanjaya Syarikat Malaysia-SSM). |
2.3 |
The firm/company must also have an active current account. |
| 2.4 |
The firm/company with the interest to register must also meet the minimum criteria of SPNB registration as follows: |

i) bumiputera status (a minimum of 51% equity held by bumiputera); and
ii) a certified registration with any government agency (PKK / PUKONSA / UPK / Sarawak / CIBD / Ministry of Finance Inc.) or any other related professional bodies. |

3.0 REQUIRED SUPPORTING DOCUMENTS TO BE ENCLOSED WITH REGISTRATION APPLICATION
3.1 |
Setiap firma / syarikat hendak memastikan yang dokumen sokongan seperti di Senarai Semakan Untuk Pendaftaran (Jadual I, Jadual II dan Jadual III) yang disertakan bersama-sama borang permohonan. |
3.2 |
All the supporting documents presented with the application form must be certified by any government agency or professional body that issued the document or by the Commissioner of Oath or Company Secretary.

4.0 IMPORTANT REMINDERS
4.1 |
Every application must be made with an original application form. SPNB has the right to reject an application to register as a panel if the firm/company is found to be using a false or photocopied application form. |
4.2 |
The firm/ company are required to produce the supporting documents as requested in Para. 3.1. Failure to submit the required supporting documents will cause the application to be rejected or not processed. |

All information and documents submitted must be certified and true. If there is any information or document falsification, the registration application will be rejected or canceled if approval has been given. |
| 4.4 |
SPNB reserves the right to investigate and check the information and document to ensure that it is certified and true. |
| 4.5 |
Incomplete applications or applications that did not meet the minimum requirement as stated in Para 2.4 will only be kept for a period of 60 days form the date of the notice letter issued by SPNB. The firm/company must make a new application after the period expires. |
| 4.6 |
Approvals will be given based on the information presented by the firm/company in the application form. |
| 4.7 |
Any changes to the information on the firm/company after the approval has been received should be informed to SPNB within 21 days from the date of the change occurred. |
| 4.8 |
The approval letter / registration certificate will be posted. However, firms/companies with an office address around the Klang Valley area must drop in personally to obtain the approval letter and registration certificate at the SPNB office at the address given in Para 1.1. |
